We can view this free flow of investment and intellectual capital not only as a challenge, but also as an opportunity to form partnerships that integrate our strengths with those of other cultures and economies. As a nation, we can seek additional ways to become a valued partner in the global arena. We can train scientists and engineers that are not only technically competent but also skilled in cross-disciplinary, multi-cultural collaborations.
